本标准要求硬质层压板应具有一定的机械性能、电气性能、耐热性能和耐化学腐蚀性能。机械性能包括弯曲强度、冲击强度、拉伸强度等；电气性能包括介电常数、介质损耗因子、体积电阻率等；耐热性能包括热变形温度、热膨胀系数等；耐化学腐蚀性能包括耐酸碱、耐溶剂等。

本标准还规定了硬质层压板的尺寸、外观、表面质量、包装和标志等要求。硬质层压板应符合本标准规定的要求，并经过检验合格后方可出厂销售或使用。
